Provisions of the registered bye-laws that define authority, accountability and control.
Subject to the Act, Rules and bye-laws, the final authority vests in the General Body of members. It approves the annual programme, accounts and audit report, distributes profits, amends bye-laws by two-thirds majority (with the Registrar's approval) and hears appeals against Board decisions.
Bye-laws 10.1–10.3Held every year within six months of the financial-year end with fifteen days' notice; quorum is one-fifth of members. A Special General Meeting can be called by the Board or on the demand of one-fifth of members.
Bye-laws 10.3, 10.4, 11The Board of twelve is elected by the General Body for five years, with one seat each reserved for Scheduled Castes and Scheduled Tribes and two for women. Elections are conducted by the Rajasthan State Co-operative Election Authority.
Bye-laws 14.1, 14.2Meets at least once every three months with seven days' notice; quorum is more than half. It admits members, appoints the Chief Executive, frames policies, sanctions loans, manages funds and prepares the budget and annual report.
Bye-laws 14.3, 14.8, 14.11Directors and staff must act honestly and with prudence, must not vote on matters of personal interest, and are personally liable for loss caused by misuse of funds, breach of trust or negligence. A loan defaulter cannot serve on the Board.
Bye-laws 14.4–14.7, 14.13The President presides and supervises; the Vice-President acts in the President's absence; the Secretary and Treasurer are elected office bearers; the Chief Executive, appointed by the Board, maintains accounts and records and ensures compliance.
Bye-laws 15–17Statutory registers are maintained; annual returns are filed with the Registrar within six months of year-end; accounts are audited under Section 54 by a departmental auditor or an approved chartered accountant.
Bye-laws 21, 22At least 25% of profit goes to the reserve fund and 1% to the co-operative education fund. Dividend on shares is capped at 10%; contributions to a bad-debt fund and to charitable or co-operative purposes are limited by the bye-laws.
Bye-law 20The Registrar may inquire into the constitution, working and financial condition of the Society, and provisions of the Act and Rules apply to any matter not covered by the bye-laws.

Scheme rules (Savings Account)The Society is member-owned. It does not present itself as controlled or operated by the Government, and it is not a bank.
